This workshop will discuss what you need to know about the ethical and legal issues relating to the collection and use of data in the public sector. You will analyse privacy, security and confidentiality issues, and issues relating to the impact on respondents of the collection and use of data in a public sector context.

This course can be attended as a stand-alone workshop or as part of the National Certificate of Official Statistics relating to the Unit standard 23271 Analyse the ethical and legal issues in the collection and use of data in a public sector context.

Who Should Attend:
This workshop is designed for people employed in the Public Sector in positions where they are required to interpret statistical data to make and/or report decisions.

Learning Objectives:
* Assess and describe legal and ethical issues relating to the collection and use of data in a Public sector context Identify and analyse issues and make recommendations relating to the impact on respondents of the collection and use of data in a Public sector context.

Course Outline:
* Understanding the legislative and ethical requirements on official statistics including: e.g. United Nations fundamental principles for Official Statistics, Privacy Act 1993, Statistics Act 1975, departmental legislation, security, confidentiality and ethical issues
* Identifying how these requirements have been met in specific data collections or reports
* Assessing the impact on respondents of collection and use of data and how they have been measured: refusal, response and call-back rates, levels of editing and imputation, accuracy of responses, trust in government, and response rates of future surveys
* Making and communicating recommendations that could help reduce the impact on respondents.

Course Format:
This is an interactive one-day workshop. It forms part of the National Certificate in Official Statistics but can also be attended as a stand-alone workshop.
Sharleen Forbes currently has a split position, working half-time as Adjunct Professor of Official Statistics here in the School of Government, Victoria University of Wellington, and half-time as General Manager, Statistical Education and Research at Statistics New Zealand.
