Overview:
Improving performance in the public sector is a focus in the current economic environment. Performance improvement relies on making the most of available resources, with good performance information being essential for making decisions about resource use.

This course provides an introduction to key performance concepts and management processes used in the public sector, including basic tools for designing and measuring performance.

Who Should Attend:
This course is designed for managers, analysts and advisers who want to learn more about performance measurement in the New Zealand public sector.

Learning Objectives:

•Understand key concepts relating to performance measurement in the public sector;
•Explore some useful tools for developing and selecting performance measures;
•Learn about how performance measures can be used;
•Gain awareness and understanding of the strengths and weaknesses of different performance measures.
Course Outline:

•What concepts inform performance measurement in the public sector?
•What makes a 'good' performance measure?
•How should performance measures and indicators be developed and selected?
•How can performance measures be used for planning, reporting and improving performance?
•What are the strengths and weaknesses of performance measurement in the public sector?

Course Format:
Key concepts and tools for performance measurement are introduced and illustrated with examples. Participants will work in small groups to examine performance and develop measures in areas of interest. The exercises will enhance understanding of the strengths and weaknesses of different concepts, tools, and measures.

Teacher:
Lynley Hutton is a manager with experience in corporate planning, monitoring, investment and business analysis in the public sector, as well as management and financial experience in the private sector. She is also an Associate and is completing a PhD at Victoria University's School of Government and is involved in projects on performance management in the public sector. Lynley is a Chartered Accountant and the Chair of the Public Sector Accountants Special Interest Group for the New Zealand Institute of Chartered Accounting.
